When the HS code on a commercial invoice doesn't match the packing list or bill of lading, customs will flag the shipment. This causes delays of 3-14 days and potential fines of $10,000 to $100,000+ for mis-classification. In some cases, goods may be seized or returned to origin.
6-Digit vs 8/10-Digit Codes
The first 6 digits are internationally standardized by the World Customs Organization (WCO). The remaining 2-4 digits are country-specific. Codes should match at least at the 6-digit level across all shipping documents. A mismatch at the 6-digit level is a serious compliance risk.
